Shanghai Municipal Housing and Land Administration
Centre Adopted Skyline Software for its 3D GIS System






Shanghai Municipal Housing and Land Administrative has recently launched the 3D GIS Command Centre and started the extensive trial operation. The system is developed based on Skyline Software 3D GIS platform. The system allows query on information for land development, land survey, illegal land use, sub-district zoning, development zoning, historical and conservation building, building footprint and location, household and owner information, etc. The system consists of spatial and attributes database such as Shanghai imagery, vector data, 3D models, and business information/data. All information are merged and integrated together with existing Housing Land Bureau data for visualization.

The system provides the ability for 2-way query, from map to data and data to map, statistical analysis, and integration of various data and information. The system also interact and integrate with GIS and MIS information of Land data, real estate data, geological data, law enforcement data, and approval information. The system enable coverage of comprehensive and live data, and yet simple and easy to operate and visualize.

Furthermore, the system also enables law-enforcement department to track, monitor, scheduling and mission control of vehicles fleet through GPS and data communication in real time.

The system is currently undergoing extensive trial and testing. Many of the Municipal officials have visited the system operation. They are highly interested and impressed with the ease of operation, real time integration of multiple database and information, and ability to make queries and support future upgrade. Introduction of the system pioneers the in-depth usage and development of digital 3D cities, city e-government platform, mining and management of city database/information, and city 3D virtual world.

Since 2006 East Dawn has developed and deployed many similar systems for e-government operation of 3D virtual earth services, this include the city of Chongqing, Fujian, Guangxi, Yunnan, and Gansu. These systems form the foundation backbone of future internet based 3D digital city operation.
